The tag editor VALUE text box looks to have been designed to be sized in the same size as the tag NAME box. The VALUE box could be larger. (Both could be actually).
In my case some of my tags are bigger than the box and you end up scrolling back and forth in it to check it for errors before saving.
Not a bug. More of an enhancement.
